Harmonized Tariff System Changes 2007
The World Customs Organization has announced sweeping changes to the Harmonized System (the global nomenclature used to classify goods for export and import customs declarations as of January 2007.
The changes happen at the 6 digit (subheading) level, which means that countries will have to adjust their national tariffs that are normally published at an 8 or 10 digit level. If the subheading changes, the classification of the article in that country will change.
Expeditors has some tools to help our customers understand and manage the upcoming changes:
- HS 2007 analysis tool which will help customers understand which of their goods are subject to classification changes.
- Tradeflow Product Management Centre will help customers manage, record and store the changes at the subheading and national level. It is possible that countries will issue their new national tariffs at different times.
- Tradewin (US, CA, MX, AU) can assist customers with the reclassification of their goods at the subheading and national level.
